Hanoi to Create E-government and Become a Smart City by 2025

Vietnam’s Hanoi administration is ready to implement its revised five-year information and technology strategy for 2016-2020. The strategy was drafted based on interactions with leading smart cities and IT enterprises.

According to the roadmap, the capital of Vietnam will be able to build a smart city by 2025 that will lay the foundation for e-government. The initiative is entitled “The smart city ICT architecture for Hanoi”.

According to a study conducted by PricewaterhouseCoopers, Hanoi is among the fastest growing cities. Its population is estimated to be 2,300 people per km2, putting pressure on the government to build a smart city to sustain growth. There is an urgent need for convenience and safety, goals which are expected to be met by embracing the fourth Industrial Revolution or Industry 4.0.

Hanoi is in the process of developing its own information and communications infrastructure. Leading international smart cities are being studied to apply best practices across the globe in the development of competitive, innovative, transparent and efficient urban authorities.

Hanoi has been working aggressively to meet its goals through cooperation with international smart cities and IT corporations. Vietnam’s leaders have built the country’s biggest data center complexes in the capital. The Hanoi administration has brokered agreements with IT firms like Dell Technology Group and Microsoft Corporation, in the first steps towards realizing its vision of a smart city and e-government.

Digitization of public services

In an Industry 4.0 technology-driven initiative, Hanoi has launched a digital public service portal. The aim of the portal is to make it easy for citizens to access state agencies. Almost 80% of public services are expected to go online with advanced technology platforms by end of the year 2019.

This digitization effort will include services like online registration for startups, customs, tax declarations, and social security.

Digitized urban transport and infrastructure

The Vietnamese capital already enjoys the advantages of digitized transport services. Urban transport services in Hanoi have been managed by the Centre for Urban Traffic Management and Operation for many years. Its efficient itinerary management application provides accurate information on more than 100 bus routes. Currently, the city is finalizing a smart transport scheme to efficiently manage traffic as well as traffic violations.

Technology solutions are also being used to monitor natural resource availability, air and water quality, rainfall levels, and flood-prone areas, while a database for land management is being assembled.

Under the smart city project, digital infrastructure, transportation, software, and applications development will be brought under one roof.
