Seoul Uses Public Blockchain to Appoint Members of Blockchain Governance Team

Letters of appointment were issued to the Blockchain Governance Team by the Seoul Metropolitan Government, South Korea, using ICON’s public blockchain. The team was set up to begin monitoring both public and private blockchain services within the city’s jurisdiction. The blockchain network firm, ICON, made the news public on February 8th.

The South Korean capital also established the Seoul Blockchain Governance Team as a way to research the advantages of blockchain adoption in several areas of the city’s administration, including digital document verification and sub-contract payment.

The team is reportedly made up of 100 citizens. Among them are students, corporate representatives, and developers.  Members of the governance team will test the first version of blockchain-based administrative services and, within a time frame of January 2019 to December 2020, are expected to provide feedback and recommendations.

The letters of appointment issued by the Seoul Metropolitan Government were created using the ICON public blockchain to erase the possibility of forgery.

J.H. Kim, council member of the ICON Foundation and CEO of ICONLOOP, spoke of the company’s expectation with regards to an increase in the use of public blockchain by the government. He said the issuance of the appointment letter was a pioneering example of how blockchain can be used in government.

Earlier in January, Yeongdeungpo, an administrative district in southwestern Seoul, announced that it plans to increase administrative transparency by working with a blockchain-based system. Once piloted successfully, the system will be rolled out to the rest of the department and then to other municipalities.

The same month, the Defence Acquisition Program Administration (DAPA), the government’s defense arm, inaugurated a pilot for creating blockchain applications relevant to the defence industry. The government is reportedly granting 600 million won ($530,000) to developers of each project.
